In his sole discretion, the Mayor may allow any fine and/or costs to be paid in installments over time. Any time the Mayor allows a fine and/or costs to be paid in installments, the person sentenced shall also be required to pay a twenty-five dollar ($25.00) service charge to cover the additional costs of collection.
