153.13 EQUAL EMPLOYMENT; AFFIRMATIVE ACTION.
   (a)   The Village establishes affirmative efforts to assure that positions, training, and employment opportunities are genuinely and equally accessible to qualified persons without regard to their sex, racial or ethnic characteristics, or handicap. The Village shall monitor its employment practices to insure that jobs are fairly distributed and the Village will not discriminate against minorities.
   (b)   All hiring, promotion practices and other terms and conditions of employment shall be maintained and conducted in a manner which does not discriminate on the basis of race, color, age, sex, religion, national origin, political affiliation or beliefs, or handicap, or be in violation of the Civil Rights Act of 1964.
   (c)   The Village Administrator shall serve as the EEO/AAP (Equal Employment Opportunities/Affirmative Action Program) officer and shall be responsible for implementing the above policy. The EEO/AAP officer shall identify problem areas and set goals and timetables to achieve these goals. The EEO/AAP officer shall monitor these programs and goals to determine if and where progress has been made where further action is needed.
   (d)   The EEO/AAP officer shall maintain a log of all EEO complaints, and shall take the necessary corrective action to remedy the complaint, if any is required.
   (e)   The EEO policy shall be provided to all employees. A grievance procedure of the Village shall be given to all employees.
   (f)   When required by law or decision of Council, the Village shall solicit bids from qualified reliable contractors without regard to such contractor’s race, color, creed, national origin, or sex. All contractors shall be required to furnish acceptable evidence or statement of compliance with the EEO policy. (Ord. 2050. Passed 2-10-97.)
