(a) A Planning Commission is hereby established, consisting of the Mayor, one member of Council and three residents of the Municipality who shall be appointed in accordance with the provisions of Ohio R.C. 713.01.
(b) All such members shall serve without compensation.
(c) The Planning Commission shall have such powers and duties as are granted and provided for by the laws of the State.
