(a) The Chief of Police shall designate an officer in charge of the Department during his absence, disability or incapacity, and in the absence, disability or incapacity of the Chief of Police where no officer in charge has been designated by the Chief, the Mayor may designate an officer in charge.
(b) The Chief of Police may make such regulations for the operation and organization of the Police Department as he may deem necessary and which are not inconsistent with any provision of the Ohio Revised Code or ordinance of the Municipality. Such regulations shall be approved by the Mayor before taking effect. Such regulations may be revoked or amended by the Chief of Police at any time with the consent of the Mayor.
