141.01 ORGANIZATION.
   (a)   The number of full-time policemen appointed pursuant to Ohio R.C. 737.16 shall not exceed eight. Such policemen and the Police Chief shall constitute the Police Department. (Ord. 3651. Passed 2-10-14.)
   (b)   The limitation in subsection (a) hereof shall not affect special part-time policemen, emergency policemen, the auxiliary police unit or desk officers, appointed pursuant to legislative authority or by the Mayor or Police Chief in emergency situations.

   (c)   In the Police Department, there shall be two (2) or three (3) senior officers, as determined by the Chief. Not more than one (1) such officer shall be designated as Lieutenant and the others shall be designated as Sergeant. Such officers shall perform such duties as shall from time to time be assigned to them by the Mayor and the Police Chief. One policeman shall be designated the Juvenile Police Officer.

   (d)   The Mayor is authorized to name and appoint, subject to Council confirmation not more than four deputy police desk officers. The duties of such deputy police desk officers shall be to man the police communications under the supervision of the Police Chief and the desk officer. Police schedules shall be arranged so that not more than one person shall be on desk duty at any time except in emergency situations authorized by the Mayor. (Ord. 1299. Passed 3-20-73.)
   (e)   The Mayor may appoint, for not more than six months, subject to confirmation by Council, special probationary police officers to be employed on a part-time basis. (Ord. 1278. Passed 6-20-72.)
   (f)   In addition to the duties of deputy police desk officers referred to in subsection (d) hereof, such deputy police desk officers shall also answer the phone and dispatch personnel and equipment for the Bethesda Fire Department and the Bethesda Emergency Squad, so long as the Village has an agreement with the Village of Bethesda requiring it to perform these functions. So long as such deputy police desk officers shall have such additional duties, they shall also receive the sum of twenty-one cents ($.21) per hour in addition to their regular compensation.

   (g)   Deputy police desk officers shall be paid time and a half for hours worked on the following holidays: New Year’s Day, Memorial Day, July 4th, Labor Day, Thanksgiving and Christmas. (Ord. 3582. Passed 1-2-13.)
   (h)   The Police Department is authorized to obtain, train and use a specially trained dog to assist the department in performing its duties. One officer shall be designated as the Canine Officer to be in charge of and care for said dog. The Canine Officer shall work regular weeks for 36 hours, but be paid for 40 hours to allow for time in feeding, grooming, and other care for the dog. Nothing herein shall prevent the Chief from working the canine officer overtime when necessary. (Ord. 3671. Passed 9-22-14.)
