1361.13 LIMITATIONS ON ISSUANCE OF BUILDINGS, DEMOLITION AND SIGN PERMITS.
   (a)   No permits shall be issued through otherwise established procedures within the Historic District except in cases coming under Section 1361.12 of these regulations, unless the application for such Permit is approved by the Board through the issuance of a Certificate of Appropriateness or Permit to Move, Remove or Demolish in the manner prescribed herein.
   (b)   No Building Permit shall be issued through otherwise established procedures for any building or structure to be renovated, altered, erected or placed within the Historic District unless a Certificate of Appropriateness has been issued for that building or structure in the manner prescribed herein.
   (c)   No Sign Permit shall be issued through otherwise established procedures for any sign to be erected or placed within the Historic District or for any sign to be attached to or erected upon any building or structure unless a Certificate of Appropriateness has been issued for that sign in the manner prescribed herein.    (d)   A Temporary Sign is one that can be readily removed, and is made of paper, wood, vinyl or plastic.
      (1)   Application shall be made to the Historic District Board of Architectural Review prior to display of any temporary sign on any building designated to be in the Historic District.
         A.   The application shall state the size, color and wordage.
         B.   Once approved by the Board, the sign shall not be displayed for more than thirty days from the date approved by the Board.
      (2)   The final decision as to what is a temporary sign will be made by the Board.
