(a) Whenever the Board of Architectural Review shall approve or disapprove an application for a Certificate of Appropriateness or application for a Permit to Move, Remove or Demolish, the applicant for such Certificate or Permit, or other interested party as a result of the Board's denial or granting shall have the right to appeal and be heard before the Village Council.
(b) On any such appeal, the decision of the Historic District Board of Architectural Review shall be stayed pending the outcome of the appeal.
(c) Any such appeal shall be filed within ten (10) days of the day on which the application is approved or disapproved, as the case may be.
(d) Whenever Village Council approves or disapproves an appeal for a Certificate of Appropriateness or application for a Permit to Move, Remove or Demolish, the applicant for such Certificate or Permit, or other interested party as a result of the Board's denial or granting shall have the right to appeal and be heard before the Court of Common Pleas of Belmont County.
