1361.05 CERTIFICATES AND PERMITS REQUIRED.
   (a)   Certificate of Appropriateness. A Certificate of Appropriateness is required within the Historic District when any alteration is contemplated to an existing building or structure, or when the construction or placement of a new building or structure is contemplated. No building or structure shall be erected, reconstructed, altered, restored or placed within the Historic District unless and until an application for a Certificate of Appropriateness shall have been approved by the Historic District Board of Architectural Review as to exterior architectural features, including site improvements and signs, which are subject to public view from those public streets described in Section 1361.04 . Evidence of such required approval shall be a Certificate of Appropriateness issued by the Historic District Board of Architectural Review.
   (b)   Permit to Move, Remove or Demolish. No building within the Historic District shall be moved, removed or demolished in whole or in part without first obtaining a permit approved by the Historic District Board of Architectural Review, except for demolitions of portion of building resulting in the removal of less than twenty-five (25) square feet total of exterior wall, roof or surface which shall be deemed an alteration and subject of such architectural or historic interest, the moving removing or demolition in whole or in part of which, in the opinion of the Board, would be detrimental to the public interest of the Village.
