The following definitions shall apply to the provisions of the Historic District and Board of Architectural Review.
(a) "Alter" or "Alteration” means change in the external architectural features of any building or structure.
(b) "Appearance" means the outward aspect visible to the public.
(c) "Applicant" means any owner, owners, person, persons, association, partnership or corporation who applies for a Certificate of Appropriateness or Permit in order to undertake any change on buildings or structures to this chapter.
(d) "Application" means an application for a Certificate of Appropriateness or Permit to Move, Remove or Demolish.
(e) "Appropriate" means sympathetic, or fitting, to the context of the site and the Historic District.
(f) “Appurtenances" are the visible, functional objects accessory to and part of buildings.
(g) "Architectural Concept" means the basic aesthetic idea of a building or group of buildings or structures, including the site and landscape development, that produces the architectural character.
(h) "Architectural feature" means a prominent or significant part or element of a building, structure or site, including but not being limited to the type, color and texture of materials, components and finishes and including but not being limited to all landscaping, paving, signs, fences, lights and other fixtures appurtenant thereto.
(i) “Architectural style” means the characteristics form and detail, as of buildings of a particular historic period.
(j) "Attractive" means having qualities of an aesthetic nature.
(k) "Board" means the Historic District Board of Architectural Review established herein.
(l) "Building" means any structure having a roof supported by columns or walls and intended for shelter or enclosure, including mobile homes and house trailers.
(m) "Certificate of Appropriateness" means a certificate issued by the Village to authorize any new construction or alteration to any building or structure.
(n) "Cohesiveness" means the unity or composition between external design elements of a building or group of buildings.
(o) "Council" means the Barnesville Village Council.
(p) "Demolition" means the razing or removal in whole or part of any building or structure.
(q) "Emergency" means an unforeseen occurrence or combination of circumstances which calls for immediate action or remedy.
(r) "External design" is the general arrangement of any portion of a building, sign, landscaping or structure and including the kind color and texture of the materials of such portion, and the types of roof, windows, doors, lights, attached or ground signs or other fixtures appurtenant to such portions as will be open to public view from any street, place or way.
(s) “Historic District" means the Historic District as approved herein.
(t) “Historic Register Buildings" mean those buildings listed on the United States National Register of Historic Places.
(u) "Infill Buildings" means any new building to be constructed on a site with one or more of its walls adjoining buildings on adjacent sites.
(v) “Maintenance" means repair or replacement of an existing building, structure or architectural feature without making any alteration.
(w) "Member" means any member of the Board.
(x) "Owner" means the owner or owners of record.
(y) "Permit to Move, Remove, or Demolish" means a permit issued by the Village to authorize any moving removing or demolishing of any building.
(z) “Screening" means a structure or planting that conceals from view of public ways the area behind such structure or planting.
(aa) "Structure" means anything constructed or erected, the use of which requires permanent location on the ground. (Ord. 1875. Passed 2-1-93.)
