In recognition for the establishment of a historic district and a public body with authority to act upon construction of new buildings, structures, signage and site improvements in the historic downtown area, as well as alterations and renovations of existing buildings and structures, signage and related site improvements in the historic downtown area, and in order to ensure that such activities are compatible with the revitalization and restoration of the historic downtown area, the Historic District and Board of Architectural Review is hereby established.
