(a) The funds received from the sewer service charge or rental, except for three dollars ($3.00) per connection per month, shall be placed in the Treasury to the credit of the "Sewer Rental Fund," and when appropriated by Council shall be used for defraying the costs and expenses of managing, maintaining, operating and repairing the sanitary sewerage system and sewage disposal plants. Any surplus in such Fund may be used for the enlargement or replacement of the sewage system and for the payment of the interest or any debt incurred for the construction of the sewerage system and the sewage treatment plant and for the creation of a sinking fund for the payment of such debt. However, no surplus shall be used for the extension of the sewerage system to service unsewered areas or for any other purpose whatsoever.
(b) The sum of three dollars ($3.00) per connection per month, as collected, shall be placed in a Sewer Improvement Fund to be used, when appropriated by Council, to pay for the costs of repairing and replacement of the sewerage system and sewage treatment plant.
