905.03 SPECIFICATIONS FOR REPAIR OF OPENED STREETS.
   The following specifications are adopted for the repair of streets and alleys opened for any purpose or damaged by any firm, person or corporation:
   (a)   Paved Streets and Alleys as follows: Top to Bottom of Ditch.
      (1)   1 inch of Blacktop T-35 Sealer (installed by Street Department).
      (2)   6 inches of Blacktop (installed by persons or firm opening street); furnished by Street Department.
      (3)   6 inches of No. 46 Limestone (installed and furnished by persons or firm opening street).
      (4)   Sand or dry dirt (installed and furnished by persons or firm opening street). Sand and dry dirt will be firmly tamped every 6 inches.
   (b)   Unpaved Streets and Alleys.
      (1)   6 inches of No. 46 Limestone (installed and furnished by persons or firm opening street).
      (2)   Sand or dry dirt (installed and furnished by persons or firm opening street).
      (3)   If limestone will not hold in hole, blacktop will be mixed with limestone.
      (4)   All openings will be reported in advance by the responsible person to the Street Commissioner.
      (5)   All blacktopping done by the Street Department, the responsible person or firm will be billed at one dollar ($1.00) per square foot.
      (6)   All openings which sink or drop due to improper backfilling will be repaired by Street Department and billed to the person or firm responsible for the original opening.
   (c)   Blacktopping. Any firm, person, or corporation desiring blacktopping by other than the Municipal Street Department, may do so providing the above requirements are met, and repairs are inspected by the Street Commissioner.
   (d)   Variances from Regulations.  Any changes in requirements must be approved by the Street Commissioner or by the street and alley committee of Council, in writing and in advance.
