Any person, firm, or corporation who violates or fails to comply with any of the provisions of this chapter shall be guilty of a misdemeanor, and upon conviction, shall be subject to a fine of not less than $25, nor more than $250, and in addition shall pay all costs and expenses involved in the case. Violators of this chapter may be issued a citation by the officer in charge of enforcement.
