All persons engaged in business as described in § 116.01 operating out of a mobile unit, or operating a business which is otherwise transient in nature, shall, upon registering with the Police Department when beginning business, deposit with the Police Department the sum of $l,000 in cash. When the persons desire to leave town they shall go to the Police Department with a final list of all purchases and the police shall then, within five days, review the list and if the list is complete and accurate the Police Department shall return the deposit to the person at the end of the five days.
