All articles received by dealers shall be made available for examination within the city to members of the Police Department, and the Sheriff’s Department, state police, or other law enforcement officials for a period of five consecutive days after their receipt, before the articles are resold or exchanged, unless written permis- sion is obtained from the Chief of Police. No person engaged in business as described in § 116.01 shall alter the shape, form, or configuration of any article received by him during the five consecutive day period set forth in this section.
