The purpose of this chapter is to encourage safe bicycling and bicycle touring in and upon the streets and ways of the city and to enable bicycle owners and riders to acquaint themselves with the safe manner of operation and to avail themselves of modern techniques to make their presence known to other users of such streets and ways.
