In the construction and operation of its cable television system, the city shall be authorized and empowered to use all city property, and including but not limited to streets, alleys, roadways, rights-of-way, is prohibited by cables, and other apparatus used by the city in its utility system. The CATV Department is authorized to enter into agreements with area power, telephone, and telegraph companies and other such public utilities owning and operating utility systems within the corporate limits and the county, for the joint use of poles and facilities in the city’s operation of its cable television system.
