The city’s cable television system shall be known as Bardstown Cable Television and shall be operated as a separate and distinct department under the control of the governing authority. The Mayor shall have primary responsibility for the operation of the CATV Department; however, he may appoint a manager to oversee the operations of the system or such persons as he may designate, notwithstanding that all capital improvements in public works departments shall be made only under the supervision of the governing authority.
