§ 51.09 FEES/CHARGES.
   (A)   The collection of solid waste and refuse from residences and commercial establishments shall be divided into the following classes and subject to the rates specified for each class:
   Rate Per Month
Class I
   For collection from a dwelling unit three can, or equivalent, maximum:      $18.12
Class II
   For collection from small commercial, institutional, or industrial facilities not using individual dumpsters, three can, or equivalent, maximum:      $20.37
Class III
   For collection from multiple housing or multi-unit commercial facilities, in addition to the per dwelling unit or class II fees established above, the owner may provide a dumpster for use by the facility occupants at the following dumpster rental fees.
      (1)   2 yard dumpster      $12.75
      (2)   3 yard dumpster      $13.25
      (3)   4 yard dumpster      $15.75
      (4)   6 yard dumpster      $20.50
      (5)   8 yard dumpster      $26.25
   (B)   The Director may set a rate for additional service of said dumpsters should the owner desire more than one pickup per week.
Class IV
   For collection from commercial, institutional, and industrial customers using the city’s dumpster collection service, per the following table:

Class V   Extra Labor Fee
   Customers who place solid waste for collection in containers not approved under the provisions of this chapter and customers who place yard waste that is not in an approved container are presumed to create extra labor costs for the city’s collection service and are assessed a charge equal to that customer’s monthly charge, as provided above, for each month or portion of a month that the aforesaid actions occur, to cover that extra labor cost.
   (C) Cardboard collection. The city has added the service of cardboard collection for businesses. The city will rent nine-yard cardboard containers to businesses and charge for each pickup. The following collection rates are based upon emptying the cardboard container and delivering the cardboard to the recycling center.

      (1)   The cardboard must be broken down and stacked neatly into the containers. No trash is permitted to be disposed of in the cardboard container. Excessive trash may lead to added charges. See Class V extra labor fee in this section.
      (2)   The availability of cardboard containers may determine the ability of service. All revenue from the sale of the collected cardboard goes to Communicare. Other policies may be adopted to maintain and improve the collaborative cardboard recycling efforts.
   (D)   Consumer Price Index adjustment of rates. In addition to the above rates listed for each customer class for solid waste and cardboard collection, on July 1 of each year, the city may adjust rates based upon the Consumer Price Index (CPI) for the preceding year. Documentation for the CPI shall be available from the U.S. Department of Labor.
