All houses, shops and store buildings in the city shall be numbered as hereinafter provided, in numbering buildings located upon streets running east and west, the Tuscarawas River shall be used as the base line, and all buildings on such streets shall be numbered east and west therefrom, allowing one number for each ten feet, all even numbers to be on the south side of the street and all odd numbers to be on the north side of the street. Wooster Road West and Robinson Avenue and its extension shall be the base line for the numbering of buildings on all other streets. Even numbers shall be on the west side and odd numbers on the east side of all streets running north and south and on all other streets even numbers shall be on the south side and odd numbers on the north side, allowing one number for each ten feet.
