§ 72.01 OBSTRUCTION OF TRAFFIC.
   No person shall stop, park, or leave any vehicle, whether attended or unattended, upon the traveled portion of any street, nor upon any portion of any street so as to cause an obstruction of traffic on the street. Whenever any law enforcement officer or other official designated by the City Council finds a vehicle which constitutes an obstruction to traffic, such officer shall be authorized to provide for the removal of such vehicle, by towing, if necessary, at the owner’s expense, with no liability to the city.
