§ 71.46 MAXIMUM LIMITS GENERALLY.
   Except as otherwise provided by the City Council, or unless otherwise posted by appropriate speed zone signs, it shall be unlawful for any person to operate any vehicle at a rate of speed greater than the following:
   (A)   Fifteen mph within any business district;
   (B)   Fifteen mph within any residential district, when people are present;
   (C)   Twenty-five mph within any residential district, when people are not present;
   (D)   Fifteen mph at every obstructed intersection, meaning when the driver is 50 feet or closer to the intersection and he or she does not have a clear, uninterrupted view down all streets intersecting such intersection for at least 200 feet from such intersection;
   (E)   Fifteen mph at railroad crossings if the driver’s view is obstructed at any time during the last 200 feet of approach to the crossing, meaning he or she does not have a clear, uninterrupted view of the crossing and railway or other traffic for a distance of 400 feet in each direction from the crossing;
   (F)   The maximum speed designated by a law enforcement officer at the location of his or her direction; and
   (G)   The maximum speed(s) established by state law on any section of street within the city.
