(A) The City Council is authorized to establish upon any public street in the city, limited speed zones which speed limit shall constitute the maximum speed at which any person may operate any vehicle within such zones, which highway the maximum speed permissible in the zone has been conspicuously posted by sign authorized by the Council.
(B) The beginning and end of such speed zones shall be indicated by signs showing the speed limits.
