The operator of any vehicle approaching another vehicle proceeding in the same direction shall not pass such vehicle without ascertaining that passing can be done with safety, and then only to the left thereof. If such vehicle is making a left turn, passing can be done on the right but only if it can be done without leaving the roadway.
