No person shall operate a motor vehicle on any city street unless such vehicle is equipped with an exhaust system and muffler in good working order and in constant operation to prevent excessive or unusual notice or annoying smoke. It shall be unlawful for any person to use a muffler cut-out on any motor vehicle within the city.
