It shall be unlawful for any person to open, alter, molest, damage, or tamper with, in any manner, any water hydrant, any utility line, pipe, metering device, or other apparatus, whether electronic, digital, or mechanical, which is part of or used in connection with any water or sewer service provided by the city, or to break the seal of, or alter the register or mechanism of any meter, or to otherwise make any outlet or connection in any manner so that the water supplied by the city may be used or wasted without being metered.
