§ 130.01 DISORDERLY CONDUCT.
   The following actions shall constitute disorderly conduct and shall constitute violations of the ordinances of the city:
   (A)   Intentionally causing serious public inconvenience, annoyance, or alarm to any other person, or creating a risk by:
      (1)   Engaging in fighting or in violent behavior;
      (2)   Making unreasonable noise;
      (3)   Disturbing any lawful assembly or meeting of persons without lawful authority; or
      (4)   Obstructing vehicles or pedestrian traffic.
   (B)   Threatening to use force or violence without lawful authority to do so;
   (C)   Encouraging another to threaten or to use force or violence without lawful authority to do so;
   (D)   Assembling together with two or more persons for the purpose of engaging in conduct constituting disorderly conduct, or remaining in such an assembly, though at first lawful, that develops into disorderly conduct;
   (E)   Refusing or failing to obey a lawful order of any law enforcement officer or other public official or employee;
   (F)   Intentionally obstructing or interfering with the lawful activities of any law enforcement officer, fire fighter, ambulance personnel, or other public official or employee; or
   (G)   Threatening to damage or actually damaging the property of another with intent to do so or with reckless disregard for the property of another, irrespective of the monetary damage to such property.
