Notwithstanding the provisions of any other section, any governmental official in charge of public school grounds, park property, playgrounds, public golf courses, parking lots, or lakes shall have authority to supervise and regulate events or programs conducted thereon or to designate areas under his or her charge and supervision as recreation areas that he or she shall deem available for use of snowmobiles, and the hours of such use.
