(A) No person shall operate a snowmobile within or upon any street except Fourth Street, Fifth Street, and Lovely Avenue, and streets to and from that person’s residence utilizing the most direct route to and from the aforementioned streets. No person shall operate a snowmobile pursuant to this division (A) except under road and weather conditions suitable for the safe operation of a snowmobile.
(B) No person shall operate a snowmobile within or upon any street not named in division (A) except under road and weather conditions as declared by the Mayor to constitute emergency travel conditions authorizing use of a snowmobile, or as an emergency vehicle when necessary to protect the health, safety, and welfare of any person; provided, however, that where necessary to enter private property, a person may operate a snowmobile across a street at a right angle as closely as possible to an intersection or approach, and only after first stopping and yielding the right-of-way to all approaching traffic.
(C) No person shall operate a snowmobile on private property of another without the express permission to do so by the owner or occupant of such property, and no person shall operate a snowmobile on private property of his or her own or another between the hours of 10:00 p.m. and 8:00 a.m. the following day.
(D) No person shall operate a snowmobile on any public property, including, but not limited to public school grounds, park property, playgrounds, recreational areas, golf courses, parking lots, and lakes.

(E) The driver of a snowmobile on Fourth Street, Fifth Street, and Lovely Avenue and under emergency conditions shall be subject to all existing traffic ordinances of the city and traffic laws of the state, and in addition, such driver shall:
(1) Display a lighted headlight and taillight at all times during such operation;
(2) Slow the speed of such snowmobile to 15 mph or less when entering any uncontrolled intersection; and
(3) Have a valid state driver’s license in his or her possession.
