(A) No taxicab driver shall, when soliciting passengers, remain standing upon any public street except for loading and unloading passengers, and then not for a period of more than five minutes, except at an approved taxi stand.
(B) Notwithstanding any other provision of this code, a violation of this section shall be deemed to be an infraction.
