Any person dissatisfied with the decision of the Director with respect to the issuance, conditional issuance, denial or suspension, of a park permit, may appeal the decision to the City Council. The decision of the Director shall be final and conclusive with the absence of the filing of such an appeal, in the time and manner set forth in § 30.04.
