(a) The director of public safety or any public safety officer that he or she may designate is designated to make recommendations to the North Carolina state ABC commission on behalf of the village concerning the suitability of a person or of a location for an ABC permit when the proposed location is within the village.
(b) The director of public safety or any public safety officer that he or she may designate shall be authorized to seek access to SBI/DCI Criminal history record information to obtain criminal history information on all persons applying for ABC permits for proposed locations within the village.
