The mayor or his designee may direct and compel the evacuation of all or part of the population of the village to prescribed routes, modes of transportation and destination in connection with evacuations, and control ingress and egress of a disaster area, the movement of persons within the area, and the occupancy of premises therein. Details of the evacuation may be set forth or amended in a subsequent proclamation which shall be well publicized.
