No person shall build or remodel any structure used for human habitation or occupancy within thevillage which is not provided with water-carried sewage facilities connected to a public sewer system (or septic system for an existing structure which is compliant with the "sunset provisions" of section 30-35 herein) constructed in accordance with the requirements of the state commission for health services, this chapter, the village building code, and any other applicable regulations.
