(a) The village may suspend private stormwater management activities or access to the municipal stormwater drainage system to a person when such suspension is necessary to stop a violation of law, an actual or threatened discharge which presents or may present imminent and substantial danger to public infrastructure, to the environment, to the health or welfare of persons, to private property, or to the surface waters of the village.
(b) In addition to the section 22-6 penalty for violation of this chapter, if a person fails to comply with a suspension order issued in an emergency, the village may take such steps, including, without limitation, equitable remedies, as deemed necessary to prevent or minimize damage to public infrastructure, to the environment, or to the surface waters of the village, or to minimize damage to persons or property.
