This chapter may also be enforced by appropriate equitable remedy issuing from a court of competent jurisdiction. The general court of justiceshall have jurisdiction to issue such orders as may be appropriate to enforce the terms of this chapter. Upon a finding by the court of competent jurisdiction that a violation is occurring or is threatened, it shall enter such orders or judgments as are necessary to abate the violations or to prevent the threatened violations of this chapter. The institution of an action for injunctive relief under this section shall not relieve any party from any civil or criminal penalty prescribed for violations of this chapter.
