Any person who shall violate this division shall be required to pay a civil penalty in the amount of $250.00 pursuant to G.S. 160A-175. The civil penalty shall be paid to the office of the village clerk within two regular business days of issuance of the civil citation. Violation of this section shall be exempt from prosecution pursuant to G.S. 14-4.
