The Councilmembers serving on the date of ratification of this Charter, or any subsequent amendments thereto, shall serve until the expiration of their terms or until their successors are elected and qualified. At the regular municipal election to be held in 2019, three Councilmembers shall be elected. The two candidates who receive the highest number of votes shall be elected to four-year terms and the candidate who receives the next highest number of votes shall be elected to a two-year term. At the regular municipal election to be held in 2021, and every four years thereafter, the Mayor and two Councilmembers shall be elected to four-year terms. At the regular municipal election to be held in 2023, and every four years thereafter, two Councilmembers shall be elected to four-year terms. Notwithstanding the foregoing, vacancies in elective offices shall be filled as provided in G.S. 160A-63.
