(A) It shall be unlawful for any person traveling by bicycle or motorized scooter to cling or attach himself or herself to any other moving vehicle on any public way.
(B) It shall be unlawful for any person to operate a bicycle or motorized scooter to carry more persons at one time than the number of persons for which the bicycle or motorized scooter was originally designed and equipped.
