§ 31.11 MAYOR PRO TEMPORE.
   (A)   Election; term. A Mayor Pro Tempore shall be elected by the Board of Commissioners from among its members, and shall hold office during the term for which he has been elected to the Board of Commissioners.

   (B)   Vacancy. In case of a vacancy in the office of Mayor Pro Tempore, the remaining members of the Board of Commissioners shall elect from among their number a successor for the unexpired term.

   (C)   Duties. In the absence of the Mayor, the Mayor Pro Tempore shall preside at meetings of the Board of Commissioners and perform all other duties of the Mayor. ('70 Code, Ch. A, Art. III § 8)
