The Mayor, when present, shall preside at meetings of the Board of Commissioners. In the absence of the Mayor, the Mayor Pro Tempore, when present, shall preside. In the absence of both the Mayor and the Mayor Pro Tempore, a Chairman Pro Tempore shall be chosen by the Board to preside.
