Any individual trailer properly connected with a public water supply and the town sewer system; constructed and located in compliance with all requirements of the building, plumbing, electrical, sanitary, health, and zoning regulations of the town; and not inhabited by a greater number of occupants than that for which it was designed, may be permitted on individual premises under permits properly secured as provided for in said building, electrical, sanitary, health, and zoning regulations.
