The Board of Commissioners of the town does expressly find that from time to time and on occasions determined by weather, increased demand, and other unforeseeable factors, energy-related increased peak demand charges do exist within the town, and that energy shortages do exist during extreme weather or other conditions, and it is the intent of this subchapter to reduce the electric demand during such situations.
