A certificate of convenience and necessity is not transferable without the consent of the Board of Commissioners. Application for transfer of a certificate shall be made by the proposed transferee and shall be filed in the same manner as an application for an original certificate. The proceedings upon such application for transfer of a certificate shall be the same as those herein provided for the issuance of a certificate, except that the question of public convenience and necessity need not be proved.
