The board of commissioners may by ordinance establish a traffic bureau to process and collect civil penalties provided for violations of parking and traffic ordinances of the town. No tax shall be paid to the State of North Carolina in cases finally disposed of by the traffic bureau. All civil penalties collected by the traffic bureau shall be paid into the general fund of the town, unless otherwise provided by ordinance.
