For the service of collecting and hauling of garbage and rubbish, the owner or occupant of each premises from which garbage and rubbish is collected by the town shall be charged such rates as may be established from time to time by the Board of Commissioners. The charge shall be considered a debt owing to the town from the owner or occupant of the premises and shall be billed along with the bill for other utility services.
