Council hereby creates the Tree Commission of the City of Avon. The function of the Commission shall be to promote the health, safety, and welfare of the residents by of the City of Avon by studying, advising and encouraging the adoption and then implementation of a comprehensive plan for the proper planting of new and replacement trees and maintaining the health of existing trees in the urban forest.
