(a) Every person in control of a building to which a number has been assigned or reassigned shall display the number prominently in order that it can be seen from the opposite side of the street abutting such building with the following requirements:
(1) Where curbside mailboxes are present, three-inch reflecting numbers must be displayed on both sides of the mailbox so as to be visible from opposing directions;
(2) Where curbside mailboxes are not present and where the building is set back less than 100 feet from the right of way, four-inch numbers must be displayed on the house or building on the driveway side;
(3) Where curbside mailboxes are not present and the building is set back 100 feet or more from the right of way, four-inch numbers must be displayed on a sign at a height of six feet within twenty-five feet from the right of way.
(4) In areas where buildings are not abutting on a public street, three-inch numbers shall be displayed within twenty-five feet of the right of way entering the development where the buildings are located and display all numbers assigned to each building.
(b) Compliance with this section shall be required before an occupancy permit will be issued by the City.
