(a) Any developer or builder improving any lot or land within the City shall provide and maintain a receptacle or container on-site during the construction or improvement thereof, which receptacle or container has been approved by the Division of Building Inspection.
(b) The receptacle or container required in subsection (a) hereof shall be enclosed and adequate to store any debris, refuse, trash and other material resulting from the improvement or construction, in order to control said materials on the building site.

Whoever violates or fails to comply with any of the provisions of Section 1465.01 is guilty of a misdemeanor of the fourth degree and shall be fined not more than two hundred fifty dollars ($250.00) or imprisoned not more than thirty (30) days, or both, for each offense. A separate offense shall be deemed committed each day during or on which a violation or noncompliance occurs or continues, unless otherwise provided.
