The Director of Public Service, in consultation with a certified arborist, is hereby given full jurisdiction, authority, control, supervision and direction of all trees which now exist or which may hereafter exist in the Municipality, and all trees which exist on private property when such trees constitute a menace to the residents of the Municipality. The Service Director is hereby given the power to grant any permission required by this chapter and may delegate any and all of their powers and duties set forth herein.
